Buffalo Lakeside Commerce Park

The Buffalo Lakeside Commerce Park (BLCP) is the premier brownfield redevelopment in the City of Buffalo. The state of New York, Erie County and the city have invested $10,000,000 in site preparation and infrastructure construction, to reclaim this once fallow land for productive use and the tax rolls. Krog Development and CertainTeed Corp. have made a multi-million dollar investment as the initial land developer and anchor tenant respectively (25 acres / 270,000 square foot facility).

Benefits

The transformation of the Union Ship Canal area in to the Buffalo Lakeside Commerce Park has been both physical and programmatic. Physical improvements that have been undertaken to bring the site to a "development ready" state include geo-technical analysis, surface and sub-surface investigation, demolition, site clearance, and road/utility/infrastructure construction. In addition to fully-services sites, BLCP offers these inducements to prospective developers:

  • New York State Empire Zone Benefits (LLC "place-holders")
  • NYSDEC Voluntary Cleanup Agreement (VCA) in Place
  • Potential NYS Brownfield Program Tax Credits
  • Environmental Insurance Pre-Paid Premium ("additional insured" status)
  • Completed Generic Environmental Impact Statement for SEQR
  • Design Guidelines Established (Zoning/Land Use)
  • Competitive Land Pricing

Commitments

An active participant in the revitalization and reclamation of land in the City of Buffalo, and recognizing the benefits that may accrue to a project at BLCP, potential land owners and developers may need to make certain commitments depending on the nature of their proposed development. They include:

  • Initiating application for Empire Zone certification (as appropriate).
  • Conformance to the VCA and soil/fill plan for remedial construction activities.
  • Initiating application for a Brownfield Cleanup Agreement (as appropriate).
  • A deductible payment under the environmental insurance (if a claim is filed).
